Aquatic Nuisance Species Management Planning

Final draft of South Dakota's ANS Management plan - approved 12/08

Federal legislation for ANS management

  • The Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 (NANPCA, 16 U.S.C. 4701-4741) - Established national goal to limit spread of ANS.

  • 1996 National Invasive Species Act. Section 1204 provided general guidance for the development of State ANS management plans and an opportunity for federal cost-share support for state ANS management activities.

An Aquatic Nuisance Species Management Plan for South Dakota
The state of South Dakota has formed a cooperative program to oversee the drafting of an ANS Management Plan for South Dakota member agencies and organizations include;

Objectives of South Dakota’s ANS Management plan

  • Coordinate and implement a comprehensive ANS management plan for SD.
  • Prevent the introduction of new ANS into SD waters
  • Detect, monitor and eradicate ANS
  • Control and eradicate established ANS that have significant impacts
  • Educate Resource user groups about the risks and impacts of ANS and how to reduce the harmful impacts.
  • Support research on ANS in South Dakota and develop efficient systems to disseminate information to research and management communities.

Timetable for completion of ANS Management plan for South Dakota

7/07 Contract with SDSU for drafting of an ANS Risk Assessment for South Dakota
8/07 Personnel from SDGFP SDSU attend Risk Assessment Training workshop in Kansas City, MO.
10-12/07 GFP and Interagency meetings to address drafting of ANS Risk Assessment and ANS management plan.
11/07 First meeting of SD Interagency ANS oversight committee (Pierre)
1/08 Second meeting of SD Interagency ANS oversight committee (Pierre).
2/08 ANS Risk Assessment and Research subcommittee meeting (Sioux Falls)
2/08 ANS Outreach and Education subcommittee meeting (Pierre)
5/08 First draft of ANS Risk Assessment completed and sent out for review.
7/08 Final draft of the ANS Risk Assessment completed and incorporated into the ANS management plan

First draft of ANS Management Plan completed presented to the SD ANS Oversight Committee for review.
9/08 Second draft of ANS Management Plan completed and sent out for public review, and draft sent to Federal ANS Task force for initial review
10/08 Final ANS Management Plan sent to Governor for review and signature.
11-12/08 Final draft sent to the ANS Task force and application made for Federal Funding.
